MIGRATION AND DISPLACEMENT
Liberia continues to experience complex patterns of migration and displacement due to a combination of socio-economic challenges, climate-related risks, and regional instability. The Liberia National Red Cross Society (LNRCS) plays a pivotal role in addressing the humanitarian needs of migrants, returnees, and internally displaced persons (IDPs), ensuring they receive timely protection and assistance at key points along migratory routes. Whether displaced by natural disasters, conflict, or economic hardship, these vulnerable populations face a range of challenges, including limited access to basic services, social exclusion, and protection risks.
The LNRCS Migration and Displacement Program is designed to meet both the immediate and long-term needs of these populations through a comprehensive and coordinated approach. The Society delivers specialized protection and social services, ensuring that migrants and displaced persons receive dignified and non-discriminatory humanitarian assistance.
The LNRCS works closely with national and international partners, including the Liberia Refugee Repatriation and Resettlement Commission (LRRRC), the International Labour Organization (ILO), and the International Organization for Migration (IOM), to provide essential services such as food, hygiene items, household supplies, emergency shelter, and primary health care including mental health and psychosocial support (MHPSS).
To strengthen service delivery and outreach, the LNRCS plans to establish Migration Call Centers at its headquarters and in five strategic chapters. These centers will serve as critical hubs for information-sharing, case management, and referral services for migrants and returnees. In addition, the LNRCS will implement Restoring Family Links (RFL) activities—such as tracing, Red Cross messages (RCMs), and family reunification support—to reconnect separated family members and restore contact disrupted by migration and displacement. Training and coordination mechanisms will be enhanced to improve the effectiveness and reach of these efforts.
The LNRCS recognizes that addressing migration requires a protection-sensitive and people-centered approach. As such, its interventions are aligned with humanitarian principles and national legal frameworks that safeguard the rights of migrants and displaced people. The Society also works to enhance community engagement and awareness to reduce stigma and promote the social integration of displaced populations. Through inclusive programming and local partnerships, LNRCS supports access to durable solutions, including return, resettlement, and integration, tailored to the specific needs and aspirations of affected individuals and communities.
With technical support from the International Federation of Red Cross and Red Crescent Societies (IFRC), the LNRCS strengthens its operational capacity, mobilizes resources, and contributes to regional and global dialogues on migration. The IFRC supports tool development, performance monitoring, and representation on international platforms, helping to ensure that the voices and needs of vulnerable migrants in Liberia are heard and addressed. Through its Migration and Displacement Program, the LNRCS continues to affirm its humanitarian commitment to protecting lives, restoring dignity, and creating pathways toward stability and hope for displaced and migrant populations across Liberia.
